中文摘要: 雨、雪、雾等灾害性天气导致道路行车安全性大幅降,常造成高速公路封闭、运输堵塞及汽车连环追尾等危害,但目前仍没有有效的解决办法。本研究试图从交通信息的角度研究提高灾害性天气下道路交通安全的方法。其思路是:根据灾害性天气的类型和行车需求,利用可变信息板(VMS)向驾驶员提供实时的天气与路况信息、诱导信息和规定性信息等来诱导驾驶员改变其驾驶行为,从而保证行车安全。根据交通信息对驾驶行为的影响规律,研究不同天气情况下的行车信息需求,并通过实验研究不同交通信息组合在特定天气类型下效用。通过分析不同情况下交通流特性的变化以及事故发生率等来评价相应交通信息组合的效果,从而找出交通信息组合效能最大化的规律。在此基础上,利用需求分析研究不同天气与路况下路网信息需求,以路网信息效能最大化为基本目标,形成整个路段或路网交通信息的发布策略以及相关算法,为发展交通信息提高交通安全的理论、方法与实践奠定基础。

英文摘要: Rain, snow, fog and other adverse weather leads to a substantial reduction in road traffic safety, which often bring about the highway closed, transport congestion and car-chain rear-end collision and other hazards, but there is still no effective solution. This study focuses on improving road traffic safety under severe weather from viewpoint of traffic information. The basic thought is: according to the type of severe weather and traffic demand, the variable message signs (VMS) was used to provide the driver with information of real-time weather and traffic, guidance information, and regulation information, which induces the driver to change their driving behavior to ensure traffic safety. Based on the effects of traffic information on driving behavior, the demand for traffic information in different weather conditions was studied, and the effectiveness of combined traffic information for a specific weather type was investigated by experiments. By analyzing the changes in traffic flow characteristics, and the accident rate under different circumstances, the combination effect of traffic information was evaluated, and the maximizing law of traffic information portfolio performance was found.
