中文摘要: 与应急资源调配和指挥效能紧密相关的应急保障网络控制,随着灾变预防、救援与保障等系统复杂程度的增大变得错综复杂,使应急保障网络在突发事件发生时更加可靠、高效地运作,是应急管理研究领域极具挑战性的重要研究课题之一。本项目拟以应急保障网络的控制与效能研究为主线,本着"结构-潜能-过程-反馈"的闭环研究思路,采取理论研究与应用研究相结合,基于Repast仿真平台分析配流驱动的应急网络演化过程,挖掘系统部件的非线性耦合,结合统计物理与图论方法研究应急保障网络的结构可控性成因;基于控制理论研究应急保障最优控制和满意控制策略,运用系统效能理论构建应急保障网络效能指标体系,并开发应急保障网络效能判决算法,分析应急保障网络控制与效能的关系,运用Monte Carlo数值模拟研究应急保障网络的动态监控机制。以矿难应急保障网络的控制实例验证该应急保障网络控制过程中的新方法与新路径。

英文摘要: Control of emergency support network,which is closly related to emergency resouces allocation and command efficiency,becomes more and more complicated along with the increasing complexity of the disaster prevention and relief and guarantee system.How to make it operate with more reliablility and high efficiency in emergencies is one of the most important research topics in emergency support field. The primary goal of this research is to analyze emergency support network control mechanism and optimize it more reliable and efficient during the emergency events. The technique applied is referred to as a closed-loop research ideal, "structure - potential - process - feedback", and the method used in this paper is known as combining analytical methods and simulation methods, qualitative analysis and quantitative analysis. Based on autopoietic theory and catastrophe theory,study the emergency support network topological structure evolution mechanism with different assignment with the assistance of Repast simulation software,use statistical physics and graph theory to research the controllability of the emergency support network, control theory to optimize strategy of its optimal control and satisfactory control.
