中文摘要: 针对桂南滨海城市大部分河流为独流入海河流,水资源开发利用及调控难度大。在跨越式发展情况下,一方面水资源供需矛盾突出,区域城市供水风险较大,另一方面水生态环境安全情势不容乐观。跨流域江河水网建设已成为桂南滨海城市经济社会发展的重要支撑条件。随着广西北部湾钦州市郁江调水工程、大风江调水工程、茅岭江调水工程等流域江河库连通与供水保障工程建设,以水库水闸泵站为调蓄中枢,以河道渠系为主要输水载体,形成资源互为调配补给跨流域江河水网的水利工程体系。结合水利信息化,针对钦州市跨流域江河水网库闸泵多目标调控开展研究工作,探索统筹多目标条件下的水利工程科学管理调度算法与技术手段,形成集发电,供水、防洪、生态环境保护等多功能于一体的复合型水利工程水网调控体系,实现区域城市一体化水资源协调布局和水系联网供水,为最大限度地发挥水网综合效益提供理论依据。

英文摘要: Aimed at most of the rivers flowing into the sea separately in southern Guangxi coastal city, it is difficult to utilizate and develop and regulate of water resources.In the case of great-leap-forward development, on the one hand, the contradiction between supply and demand of water resources is obvious and water supply of regional city is at much greater risk, on the other hand, the situation of water ecological environment security is not going well.Inter-basin water network construction has become the supporting condition of Guangxi Beibu Gulf Economic Zone coastal cities economic social development.With basin rivers reservoirs connection and water supply project construction, such as Yujiang River water diversion project, Dafengjiang water diversion project, water diversion project in Qinzhou city,the hydraulic project system which takes reservoir, sluice and pumping station as the regulation center, and takes channel and canal system as the main water carrier forms mutual resources to deploy and supply inter-basin river water network. In this project will study scheduling algorithms and techniques scientific multi-objective management of water conservancy project, and build?Composite water control system?which has power generation, flood control, water supply, environmental protection and other functions in one.It realizes the regional city integrated water resources layout and coordination water network water supply, and provide a theoretical basis for maximizing the comprehensive benefits of water network.
