中文摘要: 本课题从网络舆情需求出发,以政府决策知识供给的角度提出解决政府应对网络舆情的决策问题,分别从知识网格平台、知识的供应源、需求和供需匹配四个方面展开研究:首先,研究政府知识网格的核心- - 知识资源空间模型;面向知识供应的目标,提出基于知识网格的知识供应系统层次图及其结构,并在此基础上提出政府内(间)的知识供给机制;提出基于对等网络的知识网格三层架构、以及知识资源查询路由方法。其次,研究基于知识服务的异构知识源统一描述、封装方法,并定义知识服务本体,提出基于语义超图的知识服务关联模型,实现政府知识资源的有效组织管理。再次,分析面向网络舆情的政府决策知识需求,基于本体论构建知识需求的静态模型,并在此基础上实现动态知识需求挖掘。最后,提出基于网络舆情知识需求的知识供应引擎、基于网络舆情实例的政府决策优化的知识供应引擎,并结合分布式结构化的知识网格三层架构模型,提出实现政府间知识供应引擎的实现途径。

英文摘要: The theory models of the solution of government Decision-making problems facing Online Public Opinions based on Knowledge Supply are introduced. This research is put forward in four aspects which are government Knowledge Grid platform, Knowledge Supply, Knowledge Demand and Knowledge Supply and Demand Matching. At first, the knowledge space model, the core of knowledge grid, is also extended by employing the knowledge map toolkit. With the target of knowledge supply, the research of knowledge grid brought out the architecture of knowledge supply based on knowledge grid, the physical topology of knowledge gird, and the mechanism for supporting the knowledge supply among inner or inter government departments. This study proposes three-layer model based on peer to peer model, and the query routing algorithm. Secondly, this study proposed the knowledge service based uniform knowledge expression and encapsulation for heterogeneous knowledge resource. An original model of Hy-SN is proposed for describing the semantic relationship among knowledge services for managing government knowledge resources efficiently. Thirdly,the knowledge demand static model are structured based on the analysis of the Supply and Demand Matching of Government Decision-making Knowledge Facing Online Public Opinions and the ontology theory.
