中文摘要： 本项目在梳理国内外有关天使投资行为研究、政策绩效评价理论与方法体系的基础上，结合不同发展模式的天使投资特性，以随机抽样、会员调查为方法研究市场供给方--天使投资人的行为特征，以典型抽样和计量检验为手段分析市场需求方--中小企业对天使投资及其公共政策的认知与评价，以深度访谈和项目案例为论据考察市场引导方--政府对天使投资市场的看法及政策取向。此外，通过研究影响天使投资活动与公共政策绩效的关键因素，设计符合我国国情的天使投资运作模式和天使投资网络，积累我国天使投资基础数据，提供促进我国天使投资发展的政策建议，这不仅能为完善我国天使投资管理制度、缓解中小企业融资困境提供理论指导和经验证据，而且对我国科技、经济和社会的发展也具有积极的现实意义。

英文摘要： Based on the literature on angel investment behavior , policy performance evaluation theory and method system, this research combines with the angel investment characteristics of different development model, studies the behavior characteristics of angel investor mby random sampling, membership survey, analyzes cognition and evaluation from small and medium-sized enterprises on angel investment and public policy by typical sampling and econometric test, and explores argument views and policy orientation of government on angel investment market through depth interviews and case study. In addition, through the study of key factors influencing the angel investment activities and public policy performance, this research designs angel investment operation mode and angel networks following the China's national condition, accumulates basic data on angel investment, provides and promote policy suggestions for the development of angel investment in China, which can provide theoretical and empirical evidence for perfect angel investment management system and alleviate the financing difficulties of SMEs, and also has realistic significance to the development of China's science and technology, economy and society.
