中文摘要： 民族山区农村贫困问题的解决与治理是新农村建设的重要组成部分，其扶贫攻坚明显影响到新农村建设与和谐社会构建的进程。位于武陵山腹地的湖北恩施州，农村贫困依然严峻，返贫现象十分明显。为此，本项目采用文献研究、调查研究、综合分析等方法，借鉴国内外最新研究成果，以恩施州为实证个案，展开对武陵山农村贫困的综合研究：提出研究假设，客观描述民族山区农村贫困的现实状况，分析其主要影响因素；阐述武陵山农村贫困问题的原因，由此探讨其形成机理，并在现实生活中进行实证；通过制度化的社会参与机制，提出了贫困人口-政府-社会协同的农村贫困治理基本框架，进行扶贫仿真社会实验，探索最优扶贫路径；贫困现象只有达到一定的度才可成为社会问题，政府应承担治理贫困的主要责任。本研究有助于认识民族山区农村贫困现象及其问题的性质，可丰富贫困问题研究的理论，在实践上可为扶贫工作提供科学依据和新的思路与扶贫模式。

英文摘要： The governance of problem of rural poverty and of ethnic mountainous areas is not an important part of new rural construction but has significant influence on the construction of harmonious society. The rural poverty in Hubei Enshi is still grim, and its returning phenomenon of poverty is very obvious. Based on a case of enshi county, this project uses the methods of literature research, survey research, analysis is to comprehensively study the rural poverty: put forward the hypothesis, an objective description of the reality of national rural poverty, analysis of the main influencing factors on rural poverty; discusses the problems of rural poverty in Wuling Mountain , and thus explore its formation cause and mechanism; the new governance mechanism of poverty problems, which is to achieve effective coordination governance of poverty problems, will expected to be a social participation of institution of poor population - the government - society,and will perform many simulation social experiment so as to optimize the path of alleviation poverty; poverty is become a social problem only if it to be a certain degree, and the Government should, which provides a theoretical basis and a new perspective of the governance of the poverty problems, assume the main responsibility for governing poverty. The main aims of this work are to understand the nature of rural poverty and its problems, and to enrich the poverty problem in theory, which is very significant to poverty alleviation of enshi areas.
