中文摘要: 针对我国当前风电装机容量利用率不高的现实问题,本申请提出从电网中分布广泛、运行灵活的需求响应视角提高大规模风电系统接纳能力的应对思路,从风电出力及需求响应特性建模、源荷互动的风电消纳调度模型及商业运作模式设计三个方面研究需求响应资源提高系统风电消纳能力的关键问题。主要研究内容包括:①风电和需求响应不确定性机理分析及建模,模型由单用户响应特性扩展到负荷代理商层面的多用户集群响应模型;②源-荷互动下风电消纳随机&区间混合平滑优化调度模型,模型融合需求响应柔性配置约束并充分利用不同时间尺度的风电预测信息以实现调度决策经济性和鲁棒性的均衡;③鼓励需求响应资源参与额外风电有偿消纳的商业运作模式,鼓励风电厂付出一定激励费用,实现和不参与调度的激励敏感需求侧资源点对点结合以提高自身发电被系统消纳的水平。本项目的研究成果将为协调发用电侧资源以有效应对大规模风电消纳提供重要的理论技术支撑和机制建议。

英文摘要: Because of the realistic problem that the utilization rate of installed wind power capacity in China is not high nowadays, a corresponding method is proposed in this application that the acceptance ability of large-scale wind power system can be improved from the demand response perspective, which is widely distributed in the grid and can be operated flexibly. In this application, the key problem of using demand response resource to improve power system's ability of wind power integration is discussed from three aspects: the modeling of wind power output and demand response characteristic、source and load interactive wind power consumption scheduling model and the business operation mode design. The main research contents include: ① mechanism analysis of the uncertainty of wind power and demand response, and modeling. The model is expanded from the response characteristics of single user to multi-users cluster response model at the level of load agents; ② the stochastic scheduling model of wind power consumption based on source and load interaction and the interval hybrid smooth optimization scheduling model. To realize the economical efficiency of the scheduling and the balance of robustness, this model fuses the constraints of demand response resource's flexible configuration, and takes full advantage of the different time scale forecast information of wind power; ③ encourage demand response resource to participate in the business operating mode that they can be paid to consume the additional wind power, and encourage wind power plants to pay the incentive fees to combine the wind power plants to the incentive sensitive demand side resources point to point that do not participate in the scheduling, in order to improve the comsumption level of their own electricity generation by system. The research achievements of this project will provide important theoretical and technical support and mechanism advisement for the coordination of power generation side,which can deal with large-scale wind power integration effectively.
