中文摘要: 非常规突发事件逐渐向非常规化、复杂化、网络化和社会化方向发展,使得其出现更突然、传播更迅速、次生衍生危害更多、影响更深远、危害更巨大,因此应急决策管理难度巨大,受到我国政府部门、学术界和工业界的广泛重视。本课题面向我国非常规突发事件应急管理的迫切需求,围绕重大研究计划中信息处理与应急决策支持等核心科学问题,研究适合我国国情面向非常规突发事件应急管理的云服务体系,重点突破云-端应急数据快速感知、海量应急信息的柔性可扩展云处理、支持应急决策的集成式时空分析与可视化、云服务平台中应急管理系统快速构建等关键技术,建设适合我国国情的面向非常规突发事件应急管理云服务平台,并通过地震灾害、经济金融和食源性疾病应急管理进行示范验证。本课题的研究成果将提升应急管理中海量信息管理与决策支持能力,为集成升华平台提供新的技术解决方案和应急管理应用模式,为我国建设新一代非常规突发事件应急管理系统提供理论和方法。

英文摘要: In a more networked world, unconventional emergencies outbreak more unexpected and is diffused quicker and broader with more secondary and derived disasters, and the impacts tend to be more indirect and tremendous. Emergency management decisions are facing great challenges, and have attracted great concerns from government departments, academia and industries. Driven by the urgent requirements from national unconventional emergency management, this project focuses on the core scientific issues put forward by the Major Research Plan, including information processing and emergency management decision-making. The project is to research five aspects: cloud service architecture tailored for Chinese current situation, rapid emergency data acquisition from cloud and terminal, flexible and extensible cloud computing services for massive emergency information, integrated temporal and spatial analysis and visualization for emergency decision, quick establishment of emergency management system. The project will build a cloud service platform suitable for our nation’s situation to serve unconventional emergency management, and be validated by three typical cases, earthquake disaster, economic crises and food borne disease tragedy.
