中文摘要: 以非常规突发事件"情景-应对"策略作用机理为研究主线,探讨非常规突发事件自然演化与"情景-应对"策略作用下的特性及其定量描述方法,建立一种新的基于要素逐步添加的非常规突发事件"情景-应对"策略作用机理分析GERT网络模型;在此基础上,研究 "情景-应对"策略的作用下非常规事件中各个主体利益预期的改变、行为规则的调整、相互模仿与学习的互动特征等问题,揭示其策略"对冲"力量的非均匀性作用机理和要素逐步添加GERT网络节点的断裂与重连机理;以启东"7.28"等群体性事件及其所采取的应对策略问题为例,进行非常规突发事件进"情景--应对"策略的作用机理的案例研究,检验与修正上述研究结论。

英文摘要: With scenario-solution strategy mechanism as the main line, this research explores the characteristics and quantitative describing methods of irregular sudden events in the situation of natural evolution and scenario-solution strategy operation, developing a new GERT model based on specialist experience and irregular sudden events' scenario-solution strategy key scenario parameter deduction. On the basis of stated above, this research studied the subjects' profit expectation change, behavior adjustment, interaction characteristics of inter-imitation and inter-study under effect of scenario-solution strategy, revealing the inhomogeneity mechanism of the strategy hedge, and the re-linking and fracture mechanism of GERT node. The mass incidents caused by the rumor about chemical pollution in Qidong, Jiangsu and the solution adopted are studied as an example to verify and revise the above research results.
