中文摘要: 城市用地评定是城市用地选择和空间布局的基础性工作,"三区"划定是城乡规划的强制性内容。但关于城市用地评定目前尚无成熟的理论和技术。传统的城市用地评定在评价内容上往往不够全面系统,仅注重对地形地貌、水文地质等自然环境要素的评价,缺少对生态敏感性、环境承载力等复合生态要素的分析;评价方法上缺乏科学性,通常以人工主观判断为主,其评价结果的准确性也值得商榷。本研究综合用地评定中的阻力和动力因素,建立基于限制性及发展导向两维度的用地评价体系;应用GIS、RS、GPS的集成方法提取和分析评价因子,通过限制性和发展导向评价结果的权重叠加,获得空间单元的限建指数,得到综合评价结果;然后,从市域、中心城区、规划管理单元三个空间层次拟定多尺度的"三区"划定标准,进行"三区"划分,并探索实现"三区"划定结果从上位规划向下位规划延伸的技术方法。最后,选取广州市为案例,验证该研究方法和技术的科学性和可行性。

英文摘要: Land use evaluation is a fundamental work of urban space arrangement, and "Three Areas" delineation is a mandatory work of urban and rural planning, while the scientific and applicable theory and technology for land use evaluation has always been lacking in profession. For evaluation factors, present urban land evaluation has often paid heavy attention to physiographical elements such as topography, landforms, geology, hydrology, etc., while other compositional factors such as ecological sensitivity, environmental bearing capacity has largely been ignored. Furthermore, present urban land evaluation normally relies on qualitative methods based on subjective judgment rather than quantitative methods. Evaluation result is thus often not accurate due to the above systemic flaws. This study, by combining resistance factors and development-orientated factors, aims to establish a two dimensional land evaluation system. By integration of GIS and RS, GPS technology, the research will first extract evaluation factor, and then overlay them in GIS which takes their weight into consideration, generating built-limit index of space unit which is the basis of a comprehensive evaluation.
