中文摘要: 从唐山、汶川和玉树地震得出教训:大型灾害的突发性、不确定性及爆炸性的应急物资需求,会出现应急物流紊乱,产生严重的"短板效应",凸显应急救援资源配送点布局规划的重要性,而当前研究却较为薄弱。为此,在不确定性参数概率分布和模糊隶属度函数难以获得的情况下,用鲁棒优化来解决布局优化问题,具体包括:1)在建立相关参数的指标体系和分析不确定影响因素的基础上,构建轴辐网络拓扑结构;2)构建基于多目标多重覆盖模型的Spoke点布局鲁棒优化模型及算法设计;3)构建基于双重λ-鲁棒优化模型的Hub点布局模型及算法设计;4)构建基于γ-捷径模型的轴辐网络故障解决模型及算法设计;5)构建考虑"协同柔性价值"的应急救援资源配送点网络鲁棒优化模型及算法设计;6)以我国地震烈度区划图为依据,实证研究我国应急救援资源配送点优化布局。课题成果对提高我国乃至世界大规模应急救援水平具有重要的理论和现实意义。

英文摘要: Lessons from Tangshan, Wenchuan and Yushu earthquakes that outburst and uncertainty of large-scale disasters, and the needs of explosive emergency demands caused emergency logistics disorder and serious short-board effect, Which makes us to know that the planning of distribution of the emergency relief resources is extremely important, but it is relatively weak in current research. And the difficulty to get the probability distributions of uncertain parameters and the fuzzy membership function, so robust optimization is used to solve the distribution optimization problems. Our research is including: 1) to establish spoke-hub network topology based on the indexes of the relevant parameters and the uncertain factors; 2)to build robust optimization models and algorithms design based on multiple coverage and the multi-objective; 3) to build distribution models and algorithms of double λ-Hub point based on robust optimization; 4) to build failure -solved of Hub-spoke network model and algorithms based on γ-hub shortcut model; 5) to build Hub-spoke network robust optimization model and algorithm of distribution of emergency relief resources in consideration of collaboration flexibility value; 6) to give cases study of Chinese distribution of emergency resources based on seismic intensity zoning map in China.
