中文摘要: 针对我国环境应急响应能力弱、应急物资管理支撑技术缺乏的现状,在对国内外突发溢油、化学品、重金属及尾矿库重金属泄漏等典型重大环境污染事件深度剖析的基础上,基于模糊数学理论,开展对应急处置技术和应急物资的筛选与评估研究。建立区域环境应急物资储备体系布局规划模型,对环境应急物资储备的布局、结构、品种、规模进行优化。同时考虑应急物资供应规律和需求特征,构造基于多出救点选择和多需求点物资分配的区域应急物资调配决策模型,并形成环境应急物资调配技术方案集。基于多智能体系统理论进行国家区域环境应急物资储备信息共享与调拨管理决策支持平台研究与总体设计。本项目对于有效提高突发环境污染事件应急响应与处置效率、增强我国环境应急管理决策技术支持能力、减少经济损失和降低社会影响具有重要意义。

英文摘要: Concerning the current situation of the public is constrained by the ability of making a quick environmental emergency decision and the lack of emergency resource reserve management technology, the screening and evaluation of emergency disposal technology and emergency resource will be carried out in this study based on the requirement of sufficient investigation on emergency environmental pollutions such as oil spills, chemical production and transportation and heavy metal accidents. An emergency resource reserves planning model will be developed for making layout design, reserves categories and size optimized for environmental emergency resource reserves system. Meanwhile, considering supply and demand characteristics of the emergency resource, an emergency resource scheduling optimization model will also be presented on the basis of multi-relief points selection and multi-demand points allocation in order to form emergency resource scheduling decision alternative. Finally, Decision Support System based on Multi-agent system will be established, which can improve information resources sharing and enable emergency resource scheduling high efficiency under regional environmental pollutions. The result will help to increase the technical level of emergency responses and disposal efficiency, to strengthen the public environmental emergency management capability, to offer the technical support to the reduce the economic loss and social influence.
