中文摘要： 突发事件频发对我国社会与企业造成了巨大的损失，应急预案是应对突发事件最有效的方法之一，其应急管理过程强调"快速反应，协同应对"的基本运作原则，本项目通过对利益相关企业在应急管理过程中的应急预案启动、援助协同应急以及竞争条件下的应急决策等问题的研究以明确应急合作与协调的科学内涵与企业价值。项目研究表明：及时启动预案可以增强应急系统的快速反应能力，而局内决策方法支持下的预案启动方案则为企业提供了预案组织下的资源与成本节约机制；企业间援助的公平性表现为应急过程中的"投桃报李"行为，而所形成的"突发风险分担"非正式契约促进了供应链战略合作；在合作与竞争并存的供应链环境中收益管理、物流金融研究中项目发现了企业合作价值,应急物资分配、供应链应急协调的研究突出了中断管理所强调的应急计划的科学性。

英文摘要： Frequent emergency to our society and enterprise has caused great loss,and the emergency response plan prepared for emergency situations is one of the most effective ways, the emergency management process of which emphasizes that the action having the property"the rapid response, the collaborative management" is the basic operation principle. This project has investigated to the problems about the activating the emergency response plan,emergency aid coordination,emergency decision-making under competitive environment in the interest related enterprises including the supply chain enterprises and other issues of research in order to make clear the scientific connotation and enterprise value of the emergency cooperation and coordination.The project research shows that: although to start emergency plan as soon as the emergency coming can enhance the fast reaction ability of emergency system to disruptive events, the online decision-making method for enterprise which is to give the scheme plan provides the resource organization and cost savings mechanism; "Reciprocity or gift exchange behavior" is the common between the supply chain enterprises when these are in the emergency case, and by the formation of the "sudden risk sharing" informal contract the supply chain can obtain the strategical cooperation; In cooperation and competition of the supply chain environment coexistence revenue management, logistics, financial research, the project finds enterprise cooperation value, and in the studies of emergency supplies distribution and supply chain coordination the project highlights the emergency disruption management which has the emphasis on the science of the emergency response plan.
