中文摘要: 大规模风电进入电力系统,需要常规电源配合以平衡其间歇波动。如何科学、合理地分析和计算风电的平衡成本及挖掘风电的价值,目前是个世界性难题,也是制约我国风电可持续发展的关键因素之一。本申请采用优化调度和电力市场相结合的方式对此展开研究。研究内容包括:① 分别采用启发式和优化计算两种方式,研究风电的平衡成本分析与计算问题;② 大规模风电的不同分段具有显著不同的电能品质,为深入挖掘并实现风电的价值潜力,研究风电分段品质细分及相关的价值计算方法;③ 风电价值的挖掘必然涉及到风电与传统电源之间的配合,这将是电力市场中一种新的合作和博弈方式,为此研究风电进入电力市场之后的交易模式和效益均衡模型,并提出相应的交易规则。研究成果可望为风电的合理定价提供基础分析方法和理论参考,从微观经济学的角度为建立和完善风电价格的引导机制奠定基础,以利于风电的长期健康发展。

英文摘要: The large-scale wind power should be compensated by traditional generation resources when they are integrated into power systems. At present, how to scientifically and reasonably analyze the balancing cost and dig the value of wind power is a worldwide problem. Meanwhile, this is also one of the key factors that would restrict the sustainable development of Chinese wind power. This proposal will solve this problem by combining the technologies of optimal dispatch and power market. Firstly, the analysis and calculation of the balancing cost of wind power will be researched by two means, or heuristic method and optimal calculation method, respectively. Secondly, for the different blocks of large-scale wind power have apparently different value, in order to deep dig and realize the value potential of wind power, the wind power block value subdivision method and corresponding value calculation method are researched. Thirdly, for the realization of the value of wind power inevitably involves the cooperation of wind power and traditional generation resources, this will be a new cooperation and game way in power market. Then, the transaction patterns and the benefit equilibrium model of power market considering wind power will be researched, and the corresponding transaction rules will be proposed. The results of this proposal would provide basic analysis method and theoretical reference for the reasonable pricing of wind power, and lay the foundation of establishing and improving the guiding system of wind power price from the aspect of micro-economics. In a whole, this work would be benefit for the long-term health development of wind power.
