中文摘要: 当前我国快速城镇化进程中,城镇地区经济发展与环境保护的矛盾日益凸显,环境公共利益时受侵害,一些有污染的工厂企业无污染治理或污染治理不正常运行、不达标排放和公用设施的不合理布置,对所在地区的公共环境质量和城镇居民健康造成隐性威胁。这种人为导致、缓慢发生并且影响持久的"慢发性技术灾害"已引起社会的高度关注,由此从城市规划角度探索城镇地区慢发性技术灾害的控制和修复问题具有迫切而重要的理论与实践意义。 课题拟选取国内不同城镇地区、不同类型存在或潜在的慢发性技术灾害典型案例进行多专业的综合调查与分析,并运用GIS技术进行慢发性技术灾害与特定土地使用功能和设施布局的关联性研究;通过对照考察案例地区各层面规划的实施状况,评价其实际效应与主要影响因素;在此基础上,建立城乡规划对慢发性技术灾害控制和修复的可行技术方法,提出基于多学科结合、着重在城乡规划过程中融入生态思想与技术的"精准规划"概念与操作模式。

英文摘要: In China's rapid urbanization process, the contradictions between economic development and environmental protection in urban areas are becoming increasingly prominent. Environmental public interest is often subject to abuse. A lack of pollution management and the substandard emissions and discharges by some polluting factories and enterprises, as well as unreasonable layout of utilities, result in long-term implicit threat to local public environmental quality and the health of residents. This kind of human-induced, slowly evolving and long-lasting "slow-motion technological disasters" has caused great concern in society. Therefore to explore the control and remediation of slow-onset technological disasters in urban areas in angle of urban and rural planning is of urgent and important theoretical and practical significance. This research project intends to select typical cases of present or potential slow-onset technological disasters of different types and in different urban areas, and conduct a multi-disciplinary comprehensive survey and analysis; using GIS technology to examines link between slow-motion disasters and specific land use and facilities layout.
