中文摘要: 本项目研究网络环境下基于用户生成内容的应急响应决策支持系统关键技术。用户生成内容,UGC(User Generated Content),是典型的大数据。突发事件发生时,网络上会出现海量与应急响应相关的UGC。这些UGC具有突发事件信息描述、信息传播、救援建议、经验介绍、提供知识等价值,对应急响应决策有支持作用。但是,这些UGC也往往存在内容不完整、矛盾、冗余甚至虚假等问题。在构建开放环境下应急响应决策支持系统时,如何去伪存真、有效利用UGC,是亟需解决的科学难题。本项目从五方面开展应急响应决策支持系统关键技术研究:研究应急响应信息一致性评价和动态增量更新技术,探索决策信息的可信度的评价方法和快速评价技术,分析决策方案协同交流机制和方案自动生成技术,研究基于UGC的应急响应决策支持系统体系架构,开展应用。本项目研究成果对利用网络信息资源、构建应急响应决策支持系统有重要理论价值和实践意义。

英文摘要: The project researches on core technologies of emergency response decision support system based on user generated content (UGC) under Internet environment. UGC is a kind of typical big data. Unexpected events occur, massive UGCs associated with the emergency response will appear in the network. These UGCs have emergency information description, information dissemination, rescue proposal, experience, knowledge and other values. These UGCs are help to emergency response decision. However, these are many problems with the UGCs, such as the content is not complete, contradiction, or even false redundancy.In the construction of emergency response decision support system under the open environment, how to discard the false and retain the true and to effectively use the UGCs, is a scientific problem to be solved urgently. The project research on Key Technologies of decision support system for emergency response from five aspects. First, we will study the information consistency evaluation and dynamic incremental update technology of emergency response. Secondly, we will study the evaluation method of decision information credibility and rapid evaluation technology. Third, we will research on decision analysis program of collaborative communication mechanism and scheme of automatic generation technology. Fourth, we will study the emergency response decision support system architecture based on UGC. Finally, we will carry out the application research. Research results of this project have an important theoretical value and practical significance for the utilization of the network information resources in order to construct the emergency response decision support system.
