英文摘要: The current trend of urbanization, where a significant fraction of the population continues to migrate to cities, is providing both challenges and opportunities in the way that urban environments are managed. For example, responding to an emergency (e.g., earthquake) can be challenging because of a lack of information (which parts of a city are affected? Which streets are still available for relief trucks?). Sometimes there may be minor problems such as a tree that fell into a street. In such situations it can be extremely valuable to get the participation of citizens in the area who can provide images, videos, and location information. Today's advanced technology has the potential to provide useful information from volunteers to significantly improve the effectiveness of how a city is managed. However, while there is considerable interest in Smart Cities, citizen volunteers are not a central part in most existing systems. Our proposal focuses on empowering citizens to participate in these processes and enable smart urban management. Specifically, we focus on the compelling combination of ubiquitous smartphone availability and high speed wireless connectivity that enables citizens to be in contact with their city government easily and efficiently. We propose to design a system for active citizen participation in smart urban management. In the technical dimension we will use mobile platforms (smartphones) with their embedded sensors so that users can contribute and obtain (a) user-generated content such as multimedia (images and videos) and (b) location- and direction information (geographic or GIS information). In the user dimension the system will incorporate (c) crowd-sourcing capabilities that allow volunteer participation, social media sharing and feedback. The system will be designed for real-time and scalable operation to improve urban living. The proposed system requires strong expertise in multimedia management, GIS and geographic technology, social media and information systems. The project team has very strong backgrounds and has performed pioneering work in all these areas. The intellectual merit of the proposed work lies in its use of cutting-edge mobile devices, state-of-the-art algorithms and methods to create an overall system with easy-to-use apps and cloud/server applications. We will investigate novel image, video and geographic information acquisition and dissemination techniques, various crowd-sourcing methods and user incentive mechanisms. We will combine these capabilities into an overall, integrated system. The solution will have a broad impact on different urban living scenarios ranging from emergency response and disaster management, to crime and accident management, traffic optimization, etc. The results of the work will be made available to researchers, city and government entities and industry via publications and the distribution of the developed software system.
