中文摘要: 我国天然气分布式能源的发展受到上下游企业及政策等多方面因素的影响,其与天然气公司及电网公司存在利益的博弈与均衡,政策支持也对各方产生不同影响。如何实现企业间以价格联动为特征的合作及以多方共赢为目的的竞争具有重要的现实意义。以天然气分布式能源用户、天然气公司、电网公司及政府为研究对象,应用统计和归纳方法分析其利益相关性。在此基础上应用多主体理论,将分布式能源用户、天然气公司、电网公司和政府作为四类智能主体,通过实验经济学方法分析在燃料成本、上网电价和电价补贴等价格的联动作用下,各主体为实现自身利益而不断调整策略的演化过程,从而揭示价格联动的优化效果,经过反复博弈后获得实现共赢的边界条件。结合现行政策,讨论燃料价格与上网电价、电价补贴联动对推动分布式能源发展的作用,围绕实现共赢的条件讨论其对分布式能源与上下游企业间的协作与竞争的启示,以此为天然气分布式能源系统的市场推广和政策制定提供理论依据。

英文摘要: The development of natural gas distributed energy system in China is affected by the many aspects factors such as upstream and downstream enterprises and policy. Natural gas distributed energy system plays game and keeps in balance in interest with the gas company and the Power Grid Corp. Policy supports have different effects on the cooperation of all parties. It has an important practical significance that how to realize the cooperation of price linkage and the competition for a win-win situation between enterprises. Taking natural gas distributed energy users, natural gas company, Power Grid Corp and the government as the research objects, the statistical and inductive methods are applied to analyze the benefit correlation of them. By Multi-Agent theory, distributed energy system users, natural gas company, the Power Grid Corp and the government are regarded as the four kinds of intelligent agent, through the experimental economics method the paper analyses the evolution process that each agent adjusts the evolution strategy to achieve their own interests in the different conditions such as fuel costs, electricity price and electricity price subsidies and other factors. After repeated games the optimization results of the price linkage are revealed and the agents achieve win-win boundary condition. Combined with the current policy, the functions of the linkage of fuel price, electricity price and electricity price subsidies to promote the natural gas distributed energy development are discussed. The paper discusses the implications for cooperation and competition between distributed energy system and the upstream and downstream enterprises on account of win-win condition. It provides theory evidence for natural gas distributed energy system development and policy making.
