中文摘要： 本课题在对高新区及其公共治理发展的内在规律和我国高新区公共治理现状理解和判断的基础上，构建了衡量高新区公共治理绩效的评价指标体系；依据此指标体系，通过实地调研等方法对我国高新区公共治理绩效进行实证研究；借助评价结果的反馈和导航机制，揭示了我国高新区公共治理绩效与治理模式的相关性及内在机理，总结了影响高新区公共治理绩效的主要因素并提出了提升我国高新区公共治理绩效的对策建议，为我国高新区治理模式改革战略与政策的制定和实施提供了理论支撑和决策依据。 研究主要成果为专著、论文及研究报告。专著由七章组成，第一章为绪论部分，第二章是高新区公共治理绩效的理论基础，第三章构建了高新区公共治理绩效评价指标体系，第四章则利用建立的评价指标体系对我国高新区公共治理绩效进行了实证分析，第五章是我国高新区公共治理模式的选择，第六章是提高我国高新区公共治理绩效的对策研究，第七章则为典型案例研究。论文共发表24篇（不含待发表和团队成员已发表的未标注资助项目编号的论文）。研究报告一份，共计16万字。

英文摘要： Based on the inherent law and public governance development of Chinese high-tech zones, this topics has constructed an evaluation indicators system to measure the public governance performance of Chinese high-tech zones. According to this indicators system, through field research, we made an empirical research. With evaluation results of feedback and navigation mechanism, this article revealed governance performance and governance mode of correlation and the inherent mechanism of Chinese high-tech zones, and Summarized the main factors influencing the public governance performance and then proposed some countermeasures of improving public governance performance of Chinese high-tech zones. This research has provided theoretical support and decision basis. The main research results into a book. The book is consisted in seven chapters. The first chapter is the introduction part. The second chapter is the theory Foundation of public governance performance of high-tech zones. The third chapter has constructed the evaluation indicators system of public governance performance. The fourth terms used the evaluation indicators system to make an empirical analysis. The fifth chapter is in China high area public governance mode of select. The sixth chapter brought some countermeasures to improve governance performance of Chinese high-tech zones. The seventh chapter is for typical case research.
