中文摘要: 现代项目管理理论中的项目定义方法是层层分解组织战略。由此产生新问题,即项目目标参数过小或者掩盖客户真实需求,导致执行过程中范围剧烈变动。如何选择和确定物有所值(Value for Money, VFM)的项目并维持至项目结束,是各个组织面临的挑战。本课题的研究目标是建立面向VFM的项目定义体系以及相适应的项目管理模型来实现和维持项目价值。研究内容包括:一是分析战略和客户需求在项目定义中的要素,及其与项目指标的相关性;二是建立受组织和客户委托的双重项目治理模型,保证定义后的项目能够实现和维持VFM。本研究通过扎根理论来揭示战略和客户等要素,及其对项目指标的影响关系,并建立相关性模型;通过多案例调研来检验模型中影响程度。研究结果将对现代项目管理理论的发展解决一个基础问题,同时,可以帮助决策者正确地定义项目,可以指导项目组织做好项目环境管理,实现项目价值。

英文摘要: Modern project management theories emphasis that projects are defined based on the decomposed results from organization's strategy. The definition process brings in a new problem that the preset parameters of project objectives are underestimated or deviated from customers' true requirements, and thus, project scope changes significantly during project implementation. How to select and establish value for money (VFM) projects is a great challenge to every organization. The research aim is to establish VFM oriented project definition system and an associated project management model to realize and maintain project value. The research has two objectives. First one is to explore the important elements of strategy and customer satisfaction in project definition, and the relationship between these elements and project parameters. The second objective is to establish a double project governance model entrusted by the organization and customer. This model will include a flexible method and technique for decision making to ensure the realization and maintain project VFM. The research will fristly base on Grounded Theory to explore strategy elements and customer satisfaction elements, and secondly, adopt multiple case study to conclude the relation with project parameters, to establish a qualitative relationship models.
