中文摘要： 产业集群间合作可避免发展中的路径依赖和锁定效应。产业集群跨境合作是地方化与全球化互动深化背景下新型空间组织形式。本课题在已有研究基础上，拓展研究空间尺度，及产业集群与网络组织的内涵与外延，论证提出一个产业集群跨境合作多层多重网络研究框架，阐明其理论内涵、客观构成与基本特征；分析地方、区域、国际多层次、多尺度产业集群网络嫁接互动，产业网-价值网-知识创新网三重网络耦合发展与协同演变，揭示产业集群跨境合作网络形成演化机理，构建理论模型；研究推动产业集群跨境合作网络形成发展的战略，阐明其理论内涵与应用原则，从操作应用层面系统分析推动产业集群跨境合作网络形成发展的基本条件、协调机制、基本原则与方法论思路；选择NVC→AVC→GVC战略重要切入点的CAFTA为实证研究靶区，在全面考察基础上筛选符合产业集群跨境合作网络形成条件的产业集群进行深入专项调研，构建特色专题研究数据库，并进行实证研究与应用验证

英文摘要： The cooperation between industry clusters can avoid path dependence and locked effect. The cross-border cooperation of industrial clusters is a new space form under the background of deepening interaction of Localization and Globalization.On the basis of existing research, this subject expand the space scale of research, and the connotation and denotation of industrial cluster and network organization, put forward a research framework of multi level and multiple network of industrial clusters cross-border cooperation, clarify it's theoretical connotation, objective composition and basic characteristics;analyze the grafting and interaction of multi level, multi scale industrial clusters network of local, regional, international, analyze the coupling development and co evolution of the triple network of industry network, value network and knowledge innovation network, reveal the formation and evolution mechanism of industrial clusters cross-border cooperation network, construct the theoretical model;research the strategy to promote the formation and development of industrial cluster cross-border cooperation network, clarify the theoretical connotation and application principles, systematically analyze the basic conditions, coordination mechanism, basic principles and methodology ideas from the aspect of operation and application;take CAFTA（China-ASEAN Free Trade Area）, the important breakthrough point of the strategy of national value chain→area value chain→global value chain as the target area of empirical study, screen out the industrial clusters in accordance with the terms of industrial cluster cross-border cooperation network development on the basis of overall investigation and analysis, conduct thorough special investigation on them, set up the characteristic database on special subject, then conduct the empirical study and application verification.
