中文摘要： 本项目首先对义务教育均衡的内涵进行思辨分析，反思以往测度义务教育资源配置均衡度的指标体系和测度方法，构建义务教育人力、物力、财力资源配置的核心预警指标体系，通过数理统计的方法测算义务教育资源配置均衡度的警戒阀值，并结合义务教育均衡县的均衡指数实际值、资源配置差异容忍度问卷调查结果、灰色预测结果进一步验证求得的警戒阀值。然后基于所测阀值，借鉴MIS系统设计原理，构建义务教育资源均衡配置的预警机制，包括预警系统监测指标的选择、预警系统的模块构成与工作流程等。当义务教育资源配置差异水平超越警戒阀值时，可以自动地向有关部门发出警报。接着从国际比较的视角，以欧盟成员国学校教育质量报告、美国国家教育进展评估报告(NAEP)、国际学生评价项目(PISA)测试报告为例，考察国外促进义务教育均衡发展的措施，为我国提供参考。最后对我国实施义务教育均衡监测预警提出若干建议，以进一步推动义务教育均衡化发展。

英文摘要： First of all, the connotation of compulsory education equilibrium is analyzed theoretically, and the measurement index system and measurement methods of compulsory education resource allocation equilibrium degree are reflected. The core indicator system is built to measure compulsory education human, material and financial resource allocation. The alert threshold of compulsory education resource allocation equilibrium degree is worked out by the method of mathematical statistics. The alert threshold is further verified by the actual value of equilibrium index in compulsory education balanced counties, the questionnaire findings of the tolerance of resource allocation differences, the results of gray prediction. Then, based on the measured threshold , with the early warning mechanism MIS system for balanced development of compulsory education to build early warning systems, including early warning systems to monitor the pre- selection of indicators , early warning systems and workflow modules , etc. . When the difference in the level of compulsory allocation of resources beyond the warning threshold , can alert authorities in a timely manner . Then from the perspective of international comparison , the quality of school education in the EU member states the report , the report of the National Assessment of Educational Progress (NAEP), International Student Assessment (PISA) test reports , for example, study abroad measures to promote the balanced development of compulsory education for China reference. Finally, the implementation of monitoring and warning Compulsory Education made a number of recommendations to further enhance the level of balanced development of compulsory education.
