中文摘要： 本项目以构建航空犯罪学理论体系和航空安保防控体系为基本目的，运用历史研究、比较研究、实证研究、统计与定量分析、逻辑思辨研究等方法对航空犯罪和防控体系进行了全面、系统地研究。本项目考察了我国航空犯罪的历史沿革，分析其基本特点与规律及成因背景，阐释了航空犯罪学研究的范畴、逻辑分类，并结合国内外政治、经济、文化因素，对航空犯罪的发展趋势进行了预测，从而创建了航空犯罪学的理论体系。航空犯罪的治理是一项系统工程，构建以预防、打击和惩治等直接治理方式为内容的完善的航空安保防控体系是本项目研究的根本目的。依据航空犯罪防控的基础理论，构建了科学的航空安保防控思想和策略体系；通过系统分析航空环境下各类航空犯罪完成的主客观要素，建立了航空犯罪防控的数学模型,进而开发了针对防控系统的安全可靠性和效能经济性的定量分析方法工具；通过宣传与推广，将安保防控体系思想推行到政府监管和企业实体的安保工作之中。

英文摘要： The basic purpose of the project is to construct a theoretical system of aviation criminology and an aviation security and control system. It makes a comprehensive and systematic research of aviation crimes and the control system with the methods of historic research, comparative research, empirical research, statistics and quantitative analysis, logical speculation research and so on. The project studies the historic development of aviation crimes in our country, analyzes its basic natures, laws and backgrounds, explains categories and logical classification, and forecasts the development trends of aviation crimes combining with domestic and foreign factors of politics, economics and culture, thus it creates a theoretical system of aviation criminology. Control of aviation crimes is a systematic engineering, and it is a fundamental purpose of the project to construct an improved aviation security and control system including some direct control ways of prevention, combat and punishment. According to the basic theory of control of aviation crimes, the project constructs a scientific thought and strategy system of an aviation security and control system; through systematic analysis of subjective and objective elements of all kinds of aviation crimes, it constructs a mathematical model of aviation crimes and control system, and then develops a safe, dependable and economical tool of quantitative analysis for the control system; through publicity and promotion, it implements thoughts of the security and control system to government supervision and security works of enterprises.
