中文摘要: 随着我国风电装机容量的不断增长,大规模风电并网给电力系统的电压稳定控制造成了一定的压力,这需要风电场主动参与到电力系统的电压稳定控制之中,以避免电压崩溃事故的发生。然而现有的控制方法,或是仅能以风电场为中心实施控制;或是依赖于所接入电力系统的实时运行状态方能实施控制,可行性较低。为此,本课题提出需要基于电压稳定裕度的本地评估技术,研究一套适合于我国厂网分离实际国情的风电功率控制方法。该控制方法能够基于风电场或风电场群本地测量所获得的电气信息,评估所接入电力系统的电压稳定裕度,并以此为反馈设计相应的闭环功率控制策略,使风电场或风电场群在最大限度避免风能损失的同时,提升所接入电力系统的电压稳定性。课题的研究成果既实现了电压稳定裕度的本地评估方法在电力系统发电控制中的应用,具有较高的理论研究价值;还能够在厂网分离条件下,同时满足发电公司与电网公司的控制要求,具有一定的工程实用性。

英文摘要: With the rapid development of wind industry in China, the integration of large-scale of wind generation has challenged the voltage stability of power systems. It requires wind farms to participate within the system voltage control in order to prevent the disaster of voltage collapsing. However, the existing control schemes only concentrate within the scope of an individual wind farm, or depend on operation conditions of power systems, which is not practical in China. Under this background, this proposal suggests to develop a wind power control scheme based on the local assessment of voltage stability margin in order to satisfy the independency between generation and grid companies. This control scheme evaluates the voltage stability margin based on the local measurement, and then takes the evaluation result as the feedback of a closed-loop power controller. Thus, the controller targets on improving the system voltage stability as well as reducing the energy spillage of wind farms. In theory, the proposed research expects to expand the local assessment method in the generation control of power systems; and the suggested control scheme is also practicable in China since the independency between generation and grid companies is satisfied.
