中文摘要： 智慧城市利用新一代信息技术处理城市问题，最大限度地整合和利用了城市数字化信息资源，提高了城市生活品质，但是其带来的信息安全隐患却成为智慧城市可持续发展的最严峻挑战之一，研究基于技术和管理手段的智慧城市信息资源安全保障体系是解决上述问题的关键所在。本课题以智慧城市建设中的网络、数据与终端安全等潜在隐患为切入点，通过对智慧城市存储、流通中的数字资源进行复杂网络分析、语义分析和大数据挖掘和信息终端的用户行为模型探索，并对涉及城市智慧产业技术标准案例的研究和对全球智慧政府相关政策的计量分析，研究探索适合我国智慧城市建设的所需要标准、规范的管理方式与政策，以期最终统一数据资源共享和利用的安全标准，在智慧城市建设同时规范行业与公众的信息利用行为，设置信息安全危机的应对策略，提供用户大数据信息行为的规律并建立提前预警机制，最终建立我国信息资源安全保障体系、标准与模型，为国家提供政策建议和管理参考。

英文摘要： Smart City initiative tends to deal with urban issues utilizing a new generation of information technology, aiming at optimizing integration and use of digital information resources of the city and improving the quality of urban life. However, it also poses information security risks which have become the most serious challenge to the sustainable urban development. This project proposes a systematical and cutting edge study of the information resources security system of smart city from both the technology and management perspectives.Starting from such potential pitfalls in network, data, and terminal security in the smart city development, this project will not only conduct complex network analysis, semantic analysis, large scale data mining, and analysis of information behavior patterns of terminal users of digital information accumulated and disseminated in the development of smart cities in China, but also perform case studies of the global wide bench-mark cases of industrial technology and quantitative analysis of government policies on smart cities. It aims to establish the standard settings, regulations and measures, which are suitable for China's smart city development, and to unify the security standards of data resource sharing and utilization, so to regulate the information use behavior of both individual sectors and citizens, develop countermeasures to address information security crisis, and establish early warning mechanisms. The ultimate goal of this project is to build up the standards, models and systems of information resources security, providing references and suggestions to national policy makers and management levels.
