中文摘要: 随着无线电业务和无线电终端数量的迅猛增长,频谱管理追求的精确管理、实时管理、最大程度地保证频谱资源的有序高效使用的目标已经难以实现,由此产生了认知无线电和动态频谱管理,但是动态频谱管理仍然满足不了诸如战场、应急通信等对抗和紧急情况下的频谱需求快速响应要求。本课题认为服务是一种决策权在用户的分散管理,为此,本课题研究和提出三层结构的频谱服务架构,频谱管理者控制和制定频谱使用政策,频谱服务提供商通过网络和频谱服务产品管理服务器提供频谱服务产品,用户通过接入频谱服务产品库自主完成频谱操作,实现频谱需求的快速响应。本课题重点研究频谱服务架构及其理论模型,并在此基础上研究频谱服务产品库构建方法、频谱自主决策算法和频谱服务质量评价及其反馈机制等,使参与频谱使用的各阶层专业化聚焦,为实现政策调整方便、频谱资源分配适应性强、频谱需求响应速度快的用频环境,为实现频谱管理向频谱服务转型提供理论与技术基础。

英文摘要: With the rapid increase of the radio services and the radio terminal numbers, it is becoming even more difficult to fulfill the targets for managing the spectrum resource accurately and in real-time, guaranteeing the efficient and orderly spectrum usage. The technologies of cognitive radio and dynamic spectrum management were proposed for overcoming this problem. Whereas, there is the problem for the fast response to the spectrum requirement which still have to solve for the dynamic spectrum management for the counter environment and emergency scenario, such as battles space and emergency communication scenarios. We consider the service as a distribution management scheme in which it is the users to make their own decisions. So, we will study and raise the spectrum service architecture with three layers, the spectrum policy creating and controlling layer for the spectrum manager, the spectrum service produce providing layer for the spectrum service providers and their network servers, the spectrum operating layer for the users by accessing the spectrum service produce storage and making self-decision. A mechanism of rapid respond to spectrum requirements will be drew out. The spectrum service architecture and its theory model will be researched as a keystone. Based on this, the scheme for building the spectrum service storage, making the self-decision of spectrum operation will be studied and proposed. It makes the spectrum service layers to focus on their own business and more professional. The success of this researching project will provide the theory and technology support for facilely modification of spectrum policy, flexibility of spectrum allocation and rapid response to spectrum requirements, and promoting the transform from spectrum management to spectrum service.
